Zoe Hawkins

Tech Policy Design Centre, Australian National University


As Head of Policy Design at the Australian National University's Tech Policy Design Centre, Zoe leads a think tank team that works with government, industry, and civil society to mature both tech governance and policy debates in Australia and around the world.

Zoe brings together a broad range of perspectives on tech policy problem solving, with international experience in foreign affairs, politics, big tech, and research. Previously, Zoe managed Amazon’s digital public policy strategy for 15 diverse retail businesses in Australia and New Zealand. During her time in Government, Zoe advised Cabinet Ministers and Ambassadors, represented Australia internationally, and developed national strategies and legislation across a range of portfolios, including foreign affairs, innovation, and communications. A think tanker at heart, Zoe started her career at the Australian Strategic Policy Institute and has continued to develop her portfolio of publications, international lectures, and media experience - covering topics such as election integrity, internet governance, and geopolitics of tech - ever since. Most recently, Zoe has been researching the geopolitics of artificial intelligence and cloud computing for the University of Oxford and the OECD. 

Zoe is passionate about gender equality and empowering women to explore careers in technology. She is a mentor for emerging tech policy practitioners and volunteers as a Strategic Adviser to the Alliance for Universal Digital Rights.
