CALL FOR SUBMISSIONS - NOW CLOSED

The first joint conference between the International Network for Environmental Compliance and Enforcement (INECE) and the Australasian Environmental Law Enforcement and Regulators neTwork (AELERT) is a platform to foster collaboration, assess cutting-edge knowledge, and develop concrete strategies to address difficulties in the field. We challenge our community to break out of standard conference submissions formats, encouraging diversity of thought and presentation.

Timeline for Submissions

  • Submissions CLOSE - EXTENDED UNTIL COB Tuesday 19 November 2019
  • Notification of submission outcome - From Monday 9 December 2019


How to Submit

  • Submissions must follow the Selection Criteria (below) and be submitted electronically via the steps below
  • Submissions should be no longer than 300 words or two minutes each for any multimedia submissions
  • Submissions must be presented in English
  • Submissions should include brief bibliography that points readers to further background information on the topic and any relevant files (included in the download template below)

Submittors are encouraged to:

  • Explore opportunities for collaboration with other presenters and attendees
  • Submit creative and alternative proposals, including for side events or activities
  • Provide a balance of the theory of compliance, enforcement and regulation with actual practice

Conference Objectives and Format

The joint conference program will cater to pollution (brown), wildlife and conservation (green) and marine (blue) environmental practitioners and leaders, as well as other environmental areas that fit within our umbrella. By engaging a wide-range of stakeholders working on these issues, the conference aims to strike a balance between technical and operational topics and broader policy and strategic discussions.

The conference target audience will consist of a diverse range of roles and responsibilities across the environmental compliance, enforcement and regulation space. This will include, but is not limited to:

AELERT and INECE will accept submissions related to the conference themes in the form of:

  • Practitioner & Research Papers (10-15 mins including Q&A)
  • Case Studies or Showcases (20-30 mins including Q&A)
  • Plenary or Breakout Presentations (30-45 mins including Q&A)
  • Plenary or Breakout Panel Discussions (45 mins including Q&A)
  • Plenary or Breakout Workshops (45-90 mins including Q&A)
  • Capacity Building Sessions (45-90 mins including Q&A)
  • Discussion Roundtables (45-90 mins including Q&A)
  • Posters (including 5 min presentation of digital poster during lunch)
  • Short Podcast Episodes, Animations or Documentaries (10-15 mins including Q&A)
  • Purely Visual Representations (10-15 mins including Q&A)
  • Side Events and Activities (45-90 mins including Q&A)


Theme and Streams

The 2020 joint conference is spearheaded by an overarching theme of Environmental Collaboration: Shaping the future of regulation, compliance and enforcement together and four streams.

1. Current challenges and emerging threats
This stream will focus on current regulatory and emerging environmental threats in different jurisdictions, including challenges to achieving compliance.

Topics could include:

  • Addressing unregulated pollutants
  • Levelling the playing field for regulated entities
  • Performance measures to provide accountability and guide improvements
  • Barriers to drafting enforceable instruments
  • Improving practitioner safety
This stream will showcase both the victories and pitfalls in addressing these challenges.

2. Collaboration across borders and barriers
This stream will focus on collaborative efforts and partnerships across borders, barriers and spheres of government.

Topics could include:

  • Building strong environmental compliance and enforcement networks and the role they play
  • Addressing illicit trade markets, including wildlife trafficking, hazardous substances and waste through collaboration
  • Developing public-private partnerships
  • Increasing collaboration with academia
  • Highlighting examples of how collaboration across government has promoted better practice and modern regulation
This stream will showcase examples of collaboration and the synergies that were gained.

3. New frontiers
This stream will focus on the use of intelligence, technology and data analytics to address environmental problems.

Topics could include:

  • Using data from self-monitoring, citizen science and complaints to solve problems and target enforcement activities
  • Exploring the value of using intelligence to improve environmental outcomes
  • The use of tech-enabled innovation such as sensor technologies, body worn cameras or drones
  • Using data and predictive analytics and new technology for effective targeting and identifying non-compliance
  • Embedding intelligence in environmental agencies
  • Research opportunities for academia
This stream will showcase new and emerging solutions driving more effective environmental practice.

4. Best in Show
This stream will focus on achieving positive outcomes through best practice, new approaches and using all the tools in the toolkit.

Topics could include:

  • Learning from the results on inquiries into regulation
  • Installing a culture of compliance
  • Best practice and new approaches in regulatory frameworks, environmental law/policy and fieldcraft
  • Measuring outcomes and impacts
  • Meeting compliance challenges in the Local Government sector
  • Tools for consistent enforcement
  • Utilising communications strategies to drive environmental outcomes
This stream will showcase our success stories and how best to apply them.

5. Other

We welcome submissions from relevant subject areas that may fit more easily into the overarching conference theme.


Review Process

  • Submissions will be reviewed and edited on a rolling basis by an international committee of experts across AELERT and INECE
  • Submitters will be notified of the outcome from Monday 9 December 2019 and successful submissions will be published on the website and app and made available for distribution at the conference
  • Select presentations and workshops may be filmed or live-streamed at the confernece
  • Select submissions and conference materials may be used in the post-event conference summary and must follow relevant AELERT and INECE guidelines


Selection Criteria

Submissions will be reviewed against the following criteria:

Relevance

  • Does your presentation cross-cut different disciplines of environmental protection and/or is it relevant to different spheres of environmental practitioners?
  • Are your themes or lessons scaleable? (i.e. can the lessons learnt, or the outputs produced be applied at a broader level?)
  • Has your idea been tested? (i.e. can you report on the outcomes or impact of the work/project?)
  • Is this new? (i.e. are you adding value to those who attend your presentation? Has this been done recently (i.e. last 2 years?) Has it been done before? If it hasn't been done before, why?)
  • Does the submission address an important problem?
  • Does the submission contribute to the discussion of Environmental Collaboration: Shaping the future of regulation, compliance and enforcement together?

Clarity

  • Is it clear what the take home message for attendees is?
  • Is it clear what the value this submission can contribute to the conference?
  • Is it clear how this submission fits within the conference theme?

Quality

  • The submission addresses the requested criteria, theme and streams
  • The submission is well written/presented and considered, indicating a professional presentation

Once submissions have been reviewed and shortlisted, the mix of submissions will be refined to ensure, to the extent possible, that selected presentations:

  • Cover a wide range of topics
  • Cover a range of practice areas
  • Represent the mix of organisations that are members of AELERT and INECE.
